Add settings to disable stop/pause in the notification

As per user request:

Is it possible to add in the settings to disable the ability to pause from the drop down notification tray? Or prompt for the pin before allowing to be paused? This will allow parents to set pins on their child's phones to lock in a dns with a filter to protect them. I am thinking will appeal to a larger demographic when released as well for that fact.
