Show a notification if the app crashes with crash reporting enabled

Right now the general "Nebulo has crashed" system dialog is shown. As this dialog is only shown if background ANRs/crashes are enabled there should be a notification for users which have the crash reporting enabled and thus don't see the "Send logs to developer" dialog.
